15 Named To New Motor Fuel Metering and Quality Workgroup



Fifteen people have been named to the Texas Department of Licensing and Regulation’s new Motor Fuel Metering and Quality Workgroup.

The statewide workgroup will provide input, advice and recommendations to TDLR and the Texas Department of Agriculture on the orderly transfer of the motor fuel quality and metering program. Senate Bill 2119 in the 86thLegislature moved oversight of the Motor Fuel Metering and Quality program to TDLR from the Texas Department of Agriculture as of September 1, 2019.

Since taking over the program, TDLR has taken over investigating fuel quality and quantity complaints, as well as investigating potential credit card skimmer devices. The agency also has released a new consumer information sticker for fuel pumps. Later this year, TDLR will take over all motor fuels licensing from TDA.

“We’re pleased to have such a great group of people to help advise TDLR about the needs of the motor fuels industry, since the industry does so much to drive the Texas economy,” said Brian E. Francis, TDLR executive director. “We have a lot to learn from the workgroup and can’t wait to get started.”

The members of the new workgroup are:
  • Wes Nance of Seguin, who will represent Licensed Service Companies from an area with a population of 250,000 or greater. Nance is with Petroleum Solutions Inc.
  • Adam Thompson of Watauga, who will represent Licensed Service Companies from an area with a population of less than 250,000. Thompson is with Meter Calibration Solutions;
  • Siraj Ali of Sugar Land, who will represent Convenience Store Operators with 100 or fewer motor fuel pump devices (meters). Ali is with NNB Enterprises Inc.;
  • Carlos A. Garza of Palmhurst, who will represent Convenience Store Operators with more than 100 motor fuel pump devices (meters), but fewer than 1,000 motor fuel pump devices (meters). Garza is with El Tigre Food Stores and TexBest Travel Centers;
  • Jason Harris of Pearland, who will represent Convenience Store Operators with 1,000 or more motor fuel pump devices (meters). Harris is with Buc-ee’s;
  • Steve Boyd of Houston, who will represent Bulk Meter Operators. Boyd is with Sun Coast Resources;
  • Lane Worthington of Midland, who will represent Liquid Propane Gas Operators. Worthington is with WTG Fuels Inc.;
  • Gary Garrison of Bridgeport, who will represent Fuel Marketers (includes suppliers, distributors or wholesalers). Garrison is with Fred Garrison Oil Co.;
  • Terry Maxey of San Antonio, who will represent Fuel Marketers (includes suppliers, distributors or wholesalers). Maxey is with Maxey Energy Company;
  • Adam Colby of Tyler, who will represent Law Enforcement Agencies experienced in skimmer investigations. Colby is with the Tyler Police Department;
  • Stephen Scurlock of Austin, who will represent Financial Institution or Credit Card issuers. Scurlock is with the Independent Bankers Association of Texas; and,
  • Steven Webster of Westbrook, who will represent Financial Institution or Credit Card issuers. Webster is with WEX Inc.
The workgroup includes three ex officio members:

TDLR Deputy Executive Director Mike Arismendez, who will chair the workgroup; Dan Hunter, Assistant Commissioner for Water and Rural Affairs for the Texas Department of Agriculture; and a representative of the Texas Attorney General’s Office.
