EPA Sends E15, RIN Reform Proposals to White House OMB

EPA on Monday sent to the White House Office of Management and Budget (OMB) its
proposed rule to provide a year-round Reid Vapor Pressure (RVP) waiver to E15
blends nationwide, according to a notice posted to OMB's website Tuesday
morning.

The proposed rulemaking also includes modifications to the Renewable
Identification Number (RINs) credit market regulations, the notice said.Ethanol
industry advocates had asked EPA to separate its RIN market reform proposals
from the E15 rulemaking to help ensure the agency could have the RVP waiver in
place before the June 1 start of the high-demand summer driving season.

"We are encouraged by reports that the EPA is on track to get this rule in
place by June 1, as the president promised," Growth Energy spokeswoman Leigh
Claffey said. "Rural communities, drivers, and biofuel producers across the
heartland are counting on the administration to open the door to competition at
the fuel pump all year long."

Renewable Fuels Association (RFA) President and CEO Geoff Cooper said the
organization is "pleased to see that the first official step in the regulatory
process to allow year-round E15 is finally being taken, and we agree with
President Trump that the RVP barrier was always 'unnecessary' and
'ridiculous.'"

Cooper, however, warned that "the clock is ticking; there are now just 87 days
before the start of the summer driving season and every day counts. Retailers,
marketers, terminal operators and others in the supply chain are looking for
clear signals and assurances from the administration that this barrier will
indeed be removed before the summer driving season, as promised by the
president. We look forward to the expeditious completion of this rulemaking,
putting this onerous red-tape barrier behind us once and for all."

Because it does not have an RVP waiver, E15 sales in many parts of the U.S. are
prohibited from June 1 through Sept. 15.
