Texas Senate Passes Bill to Expand Access to RTDs
 
The Texas Food & Fuel Association (TFFA) applauds the Texas Senate for passing SB 2225, authored by Senator Kelly Hancock (R-Fort Worth), which would allow convenience and grocery stores to sell spirit-based ready-to-drink (RTD) products.

Under current Texas law, these stores are prohibited from selling spirit-based RTDS, despite their alcohol-by-volume (ABV) being comparable to beer and wine. SB 2225 — one of TFFA’s top priorities for the 2025 Texas Legislative Session — promotes consumer choice and supports a free, competitive marketplace.  

A recent survey revealed overwhelming public support for expanding access to RTDs. More than 1,500 letters were sent to lawmakers through our grassroots website, Texans for Market Freedom, demonstrating strong public engagement on this issue.

A similar bill, HB 4077 — authored by Rep. Cody Vasut (R-Angleton) and Rep. John Bucy III (D-Austin) — was heard in a House Committee earlier this month. SB 2225 will now move to the House for consideration.
