NACS & TFFA Member Speaks at Signing of EV Mandate Repeal
NACS helped fight for California’s EV mandate to be overturned; a member was present last week.

Last week, President Trump signed H.J. Res. 87 and H.J. Res. 88, the bipartisan Congressional Review Act (CRA) resolutions that overturned California’s attempt to mandate electric vehicle sales. NACS & TFFA member Bill Kent, owner of the Kent Companies, was present at the White House last week when Trump signed the CRA resolutions.
The now overturned California rule had set standards requiring 22% of new vehicles sold in the state to be “zero emission” in model year 2025 and was a precursor to pending California rules that over time would require 100% of new vehicles sold in California to be “zero emission.”
"From my perspective, I’m in the convenience store and petroleum marketing business, and what this does is it gives us freedom. It gives the consumers freedom to pick what kind of car they want," said Kent during the signing at the White House. "More importantly, it gives us the ability to plan going forward because with mandates, we were forced to have to look at putting in an infrastructure that frankly is extremely expensive and doesn’t give you any return. So, this allows us to free up our companies to invest in what people want and the cars they want. And it’s a great day. Mr. President, Congress, thank you."
NACS fought for the mandate to be overturned and challenged California’s rule in the courts along with other groups. In December 2024, the U.S. Supreme Court granted a petition filed by NACS and its coalition partners in a case challenging the state of California’s Advanced Clean Cars I rule. In February 2025, the U.S. Supreme Court agreed with NACS’ position and declined to pause further action in the case, which is expected to have a decision later in 2025.
